Use the swoop block to get the curve, then reverse. Use a cylinder and delete faces to make the hole. Use edge loops and bridge edges.

The hole was the most difficult part. Trying to pick which edges specifically to connect.

Use dimensions from previous blocks and bevel a cone. Dull the tip by beveling and moving verts.
